What it pictures
Going under the water pictures the old life being buried. Coming back up pictures the new life that has begun. It is a public statement of something that has already happened on the inside.
Why it comes after believing
Baptism does not produce faith, it follows faith. That is why we baptise people who have turned to Jesus themselves and can say so. The right way is full immersion, which is what the word itself means and what the New Testament describes.
